During debate on a matter, can a member mention how members voted and explained their votes on a prior matter (all a matter of public record) in order to make an argument that the body would be acting inconsistently, or would that be a violation of the requirement to avoid using members’ names or to refrain from speaking adversely on a prior action?

The Chair ruled under Rule 43, Decorum in Debate, that a member's proper name could not be used in a resolution before the body, only that individual's title. A point of order raised the issue that the referenced member was, in fact and at the moment, only represented before the body through a proxy. Do proxies negate the Rule 43 protections for individuals who are not present at the time of debate?

Looking on page 43 line 16-19, it is said that speakers should avoid injecting a “personal note” into debate. What does “personal note” mean, in this context?
