It is the long-standing tradition in the conventions of an organization of which I am a member to not allow someone who speaking to a main motion a make a motion at the end of a speech during debate (such as a motion to amend or previous question). Our president asked me if I could find the rule on that, and I couldn't. My guess was that when you are recognized you can debate or make a motion but not both. I couldn't find anything that gave a clear answer. So, is our rule something that's in Robert's Rules or is it just a long standing custom of our organization?

A client is considering requiring the use of electronic motion forms at their next convention. Members would be required to enter their motion on a provided computer so the PO, secretary, parliamentarian, AV staff, and members are all able to see the language as offered, thereby eliminating eligibility problems. In addition, a delegates assistance table will be available to help members formulate their motions. It is currently agreed that recognition will continue to be determined by the Chair recognizing 'For' and 'Against' microphones. Does anyone have experience with a similar system and any suggested rules regarding: whether all motions must be made by computer, If motions can be submitted from smart phones or laptops by email, how submitted motions are associated with the members who submit them (so the right electronic motion is forwarded to the chair et al)? Any ideas or experience would be appreciated.

Question about recognition, number of speeches, and subsidiary motions

I would like to thank you in advance for any answers you may provide. In an Assembly, whose bylaws generally do not conflict with the procedures in Robert's Rules, when is a member considered to have exercised his right to make a speech before the Assembly? Does the member's first opportunity to speak expire as soon as the member is recognized? Or does it actually expire when the member enters debate? Suppose that a member rises, is recognized, and only states a subsidiary motion (such as a motion to amend), does that count as a speech? Suppose a member speaks on the topic of the main motion and then ends his speech by moving to amend the main motion(and as soon as it is seconded, sits down), does that count as a speech to the main motion, to the subsidiary motion, or to both?
