Creating a General Order

At a time other than adopting an agenda or program, can a topic or item of business be made a general order without specifying a motion or resolution? For example, can a member move "to create a general order for the next regular meeting to discuss the proposed contract"?

Yes, if the agenda is adopted. In your example, you would have a general order to create a general order.

Yes. See RONR, p. 354, l. 15-17. Although this provision uses the word "question" rather than "subject," lines 30-34 shows that in this context of orders of the day that the terms seem to be interchangeable. And lines 15-17 fall under the introducing lines 5-6 which uses "item of business." The introduction to the section says "An order of the day...is a particular subject, question, or item of business that is set in advance...." (p. 353, l. 6-8).

Perhaps a better example would be an incidental main motion to postpone the hearing of a committee's report (p. 172, ll. 17-20).
