Special purpose ordinary meeting called

If a special board meeting is called to address one issue, and only one issue is on the agenda and given to the board members prior the meeting,,

Can the board introduce other unrelated issues to be voted on?

One board member attended to vote on the agenda issue, but then had to leave the meeting. He was never advised or aware

of a second issue, or the fact there would be a vote on it, so he missed it.

No, though the action could be ratified at a future meeting.

Our club has what I think is an error Ive been trying to fix

 

When a motion comes up, and is seconded, the secretary will ask 'All in favor?' and a voice vote will be taken.

Then they say 'Motion passes'

 

They NEVER ask later 'And all those opposed?'

 

Even if it appears obvious, isnt it required to ask both affirmative and negative?

Yes.

 

However the presiding officer, not the Secretary should be putting the question to a vote and announcing the results.
