Is there a difference?Probably not. Adopting a motion means voting to pass it. If it passes, it's adopted, if it fails it's rejected. So, there's really no such thing as a "motion to adopt". Or, I suppose you might consider every motion as a motion to adopt--to adopt what? The motion (i.e., itself). But that makes my head hurt, so I'll just say there's no such thing as a motion to adopt.
