The organization bylaws state that the president appoints all officer and committee vacancies. You can certainly propose a change to your rules to exclude the President from filling vacancies in the nominating committee and any committee on discipline. Thanks I think it would default back to the body that elected/appointed them in the first place but if that body doesn't meet often, yes, it's wise to be specific in this regard. Typically, a nominating committee ceases to exist (more or less) once it makes its report. It is then reconstituted prior to the next election. This doesn't affect the answer to your question but it does suggest that you might wait until you've amended your bylaws as suggested before re-populating the nominating committee. I read it that way the first time through, but then I wondered if the OP meant that the elections for the nominating committee had already occurred, but the elections for officers had not. If the bylaws say so, the president selects an individual to serve in the vacated position, even though RONR advises that the president should have nothing to do with the nominating committee.
