Requirements for officers prior to annual elections

Hello, I belong to a Fire Company and we have our annual nominations in November and Elections of officers in December. We have a member who did not meet his requirements to hold office prior to nominations but was able to recieve them before elections. Is this member able to be nominated and run for office?  Any insight and documentation would be appreciated.

No rule in RONR would prohibit him from being nominated and/or elected in a case such as this.
