Fail to reach quorum multiple times

Is there a way to bypass quorum requirements to enable a body to conduct business at an annual meeting when the body has not been able to meet quorum for the last 5 years?

 

No, not unless all members are present (not too likely), although if your group is incorporated, check with a lawyer to see if there isn't something in applicable law that will be of assistance.

The association did not hold meetings until recently because of failure to reach quorum in past years. The wait was more of trying to work within organization without strife. Problem is now acute since required actions cannot be taken, The quorum was 51% of all owners many of which do not live on property or in state.
