Name of non-member position holder

Is there a name for a person who is not a member of the board or of the organization itself, but performs the task of a board position because that position cannot be filled? For example, getting a non-member or an accounting firm to do the task of the Treasurer. This person/company would not attend board meetings but would submit reports to the board.

It's not clear to me that, if an office is vacant, that officer's authority can be transferred to anyone else.

There is no special name for this (and, as noted, it may not be entirely proper), but unless your bylaws provide otherwise, I'd note that you can simply elect the person in question to fill the position. RONR has no qualifications for office. Someone can serve as an officer even if he is not a member of the board (or even a member of the organization) unless your bylaws provide otherwise.
