A motion to amend the bylaws is just a special case of the motion to Amend Something Previously Adopted (ASPA) so any member can make a motion to amend the bylaws. No, Dr. Huynh, the Original Poster's organization cannot address what is most widely done, unless his or her organization goes around taking polls all over the place. If their organization goes around taking polls all over the place, maybe they'll have a better idea of how to move forward based on what similar organizations have in their bylaws and how it has worked out for those organizations. But I win, since your post, #3, said that their organization can decide what is most widely done; which they could not legitimately do without conducting those polls all over the place that you didn't mention until I brought it up. And they probably don't care what's most widely done, as long, as you say, as they can ascertain what's best for themselves. (O Great Steaming Cobnuts, Montresor, I think I'm maybe winning one!)
