President keeps ruling motions improper

the President of our religious board has ruled many times that certain motions were not proper and would not let them come to a vote. Is there any action we (the board) can take against this to get (what we all think) these good motions made and voted on?

Firstly, he must state why they are out of order, and his rulings are subject to appeal.  If the assembly sits there like sheep and never appeals, there's nothing to complain about.

Yes, but it takes only a majority vote to overrule rulings by the chair that motions are not in order.

 

Yes. But that might have to be done repeatedly. Replacing the presiding officer would, I think, send a stronger message, especially since it appears that "all" the board members object to the president's behavior.

 

Which, of course, is not to say that there may be legitimate reasons for ruling the motions out of order.
