No where in the bylaws does it say what constitutes a pass or fail. Is there any justification for requiring 3 out of 3 pass, or 2 out of 3 majority? If not, then it probably can't be enforced at all. But if so, and if there's no rule for a passing grade, then i would say that anyone who has taken the test has met the requirement (to take the test).
