Transacting business

Anything that requires the presence of a quorum would be considered "transacting business".

 

n the absence of a quorum, the assembly may fix the time to which to adjourn (22), adjourn (21), recess (20), or take measures to obtain a quorum. 
 
Just about anything else beyond that is considered transacting business.
 
Did you have a specific situation in mind?

No. There's a lot of stuff besides voting. An assembly cannot claim that it did not conduct business simply because it did so without a vote or did not reach the final vote.

It's quite possible I'm missing something, but what comes to mind is making motions, assuming motions, seconding motions, stating or putting the question on a motion, debating motions, adopting motions by unanimous consent, making rulings, making nominations or suggestions to fill a blank, approving minutes, declaring a candidate elected by acclamation, calling up a motion to reconsider, and giving previous notice of a motion. Basically anything of substance which happens during a meeting, really.

Did you have a specific situation in mind?

I'm not sure that the actions which can be taken in the absence of a quorum are considered to not be transacting business. Rather, such actions are types of business which may be conducted even in the absence of a quorum.

E.g.:

• Hearing reports from committees. -- Without a quorum, no report is considered to be officially presented.

• Giving previous notice (orally). -- Without a quorum, the notice is invalid.
