If the situation is a recent increase in dues that is opposed, you move to take action against that increase by rescinding or amending something previously adopted, or if it was a bylaw change, to amend the bylaws again. One is taking a position against something that has already happened and the other is taking a position on something that is proposed. And if it is the organization itself that is proposing to raise dues (or has already raised its own dues), both statements are even more, well, absurd....the members either vote for or against the dues increase.
