President Conducting Vote of Membership without Board Approval

The President of our HOA Conducted a Vote of the Membership to have a Monies taken from our Contingency Fund without having a Motion, Second, or Vote from the Board. Also, the Vote was done online. Is this Legal under Roberts Rules ?

As far as RONR is concerned, (the general membership of) a society is free to make decisions without the prior approval of the board. Your rules may vary.

The president only has such authority that the bylaws provide. Also, online voting would have to be authorized in your bylaws.
