Motion made, no minutes taken

Had a general meeting that was a celebration and volunteer recognition. No business meeting was planned. While eating,The president let a committee chairman present a report and entertained a motion.there was a vote and the motion passed. No formal call to start a meeting and the secretary wasn't told to take minutes. So is the motion null and void?

Yes. If no notice was given of a business meeting, then it wasn't one. It was just a bunch of people who showed up to celebrate and recognize volunteers.

 

EDIT: This is assuming you don't have some strange provision in your bylaws, like that the President can call business meetings with no notice. Even then, though, the meeting should be properly constituted rather than just impromptu started.

If it was a proper meeting then you'll need to prepare and approve minutes (whether any business was conducted or not).

 

If it wasn't a proper meeting then no business (e.g. the reception of reports and making and adoption of motions) can be conducted.

How are meetings defined in the bylaws? The validity of the motion would depend on whether it was a proper meeting according to the bylaws. It would not depend on whether minutes were taken.
