Is there anything is Roberts Rules of Oder that addresses how many readings are needed for new or revised policies?

It is a common MYTH that "three readings" are required to do [X].

There is no "three-of-anything" rule in Robert's Rules of Order.

 

• If you wish to adopt a NEW policy, no reading is necessary.

During "new business", just make your motion. (And then adopt it.)

 

• If you to adopt an AMENDMENT to an existing policy, then you should give previous notice, to reduce the vote requirement to a mere majority vote.

(Without previous notice, it will take a two-thirds vote to Amend Something Previously Adopted.)

 

See RONR for the more stringent requirement for special rules of order, which are not considered "policies."

Not in RONR, no.

 

But if you are a public body, there may well be state statutes or administrative code that requires multiple "readings" or prior notice before a policy becomes effective.
