If you are presenting a report that recommends the purchase of an item a motion to purchase the item (not to discuss the purchase) should follow. The merits of the purchase would be discussed during debate on that motion. Whether you should make the motion or someone else should depends on whether you are giving a committee report or the report of an officer.
