I agree, but urge guest Phesant State to read carefully the second paragraph of the answer to FAQ 6 cited by George Mervosh in the first response in this thread.  For convenience, here is the link again:  http://www.robertsrules.com/faq.html#6

As noted in the second paragraph, there are situations where an abstention can have the same effect as a no vote, but those situations are rather unusual.  In any event, it is not actually a vote and is not counted as a vote at all.  By definition, to abstain is to not vote.
