To dispel the popular misunderstanding, the explicit necessary action should be emphasized.

Under Robert's Rules of Order, it isn't the SENDING of any letter or email, or the ORAL ANNOUNCEMENT which makes a resignation official. --It is the body's adoption of the motion that the resignation be accepted; or, the body's adoption of an election-related action which implies that a resignation has been acknowledged.

E.g., if a board orders a vacancy-filling election for next month, then a reasonable person would conclude that either a death or a resignation has occurred. And that election-related action suffices to "accept a resignation" in effect. -- It is the acknowledgment, not the original party's act of submission, which is key, under Robert's Rules.

And presumably received?   I think that would suffice, once accepted.
