No.

There is no parliamentary privilege or right to speak during a meeting that way.

However, a motion could be adopted, allowing such a "candidates forum." -- e.g., to give candidates 3 minutes to speak on their qualifications.

RONR does not contain anything about candidate speeches, but as nominations are debatable, candidates can debate why their nomination is important (i.e. a speeck about why they should be elected.)
