Ann served two one year terms (2014 and 2015) and could not run again. Sue was elected to serve to serve 2016 and is submitting her resignation. Can the president appoint Ann to complete Sue's term? For example, if the bylaws prohibit someone from "serving" in a particular office for more than two consecutive terms, then she is likely prohibited from serving. But, if the language provides that no one shall be a "candidate" for that office after having served two consecutive terms, she might eligible for an appointment. It is ultimately up to your organization to interpret its own bylaws. btw, I assume you are talking about an office other than that of president.
