We have constitutional rights to vote in local and general elections/w appropriate amendments. But what laws ensure the right to vote on a legimate governing board. When you say "voting on", what party is doing the voting? Do you mean: (a.) "we" are "voting on" who shall sit (on the board)? (b.)
