The secretary or the President? or someone else? Bylaws which are adopted are to be included as a part of the minutes of the meeting which adopted them. As a consequence, it is the minutes, as approved and contained in the minute book, which constitute the official record. It is the duty of the secretary to "maintain record book(s) in which the bylaws, special rules of order, standing rules, and minutes are entered, with any amendments to these documents properly recorded, and to have the current record book(s) on hand at every meeting." The original copies are precious, and should be preserved in a secure manner. You can be looser with photocopies. -- Be generous. Every member should have a copy.
