Whether a member is "on leave" would not make any difference unless your rules provide otherwise. Whether he is physically present at a meeting is what counts in RONR. How do you tell apart the "on leave" members from the "non-on-leave" members? Who granted the leave? Was it voluntary or involuntary? When did the leave start? When did the leave end?
