The President Scheduling Committee Meetings

Our organization is paying for space at a hotel for one of our gaming events. The President has scheduled all committees to have committee meetings at specified times in the hotel space provided. The President has also invited all members of the organization to attend at the specified time: 1)  Does this infringe upon the right of the committee chair to call committee meetings, and 2) Since there is little possibility that any committee will have a quorum, is it proper to just have informal discussion of issues and then call a committee meeting to decide what if anything to put in the committee report.

Additionally, unless there are other rules to the contrary, this infringes on the principle that committees get to decide if others may attend their meetings.  

Regarding 2, an inquorate meeting can't do anything, but people who were attending such a meeting can talk about whatever they want once it is over.  The contents of committee reports should be adopted at properly called, quorate meetings, but the report can also contain items separately agreed to by all committee members.

Look at it this way: The president has scheduled no meetings.

The allowance of "meeting space" and "free meeting rooms" is not the same thing as "To call a meeting of a committee".

Your president can make assets available. -- e.g., free meeting space.

But your president cannot call meetings of committees.

Now that you (all) know that meeting space is available, your committees may take advantage of this, and call a proper meeting.

Nothing in Robert's Rules of Order empowers a president to invite non-committee members to attend a committee meeting.

re Q2:

Without a quorum, and without a properly called meeting, you cannot even decide what to do with a committee report, never mind put new text into the report.

You need a QUORUM for any editing purpose.
