How can the Board add items to agenda for consideration?

In our organization the executive director prepares the Board meeting agenda. Pursuant to our Board Rules, the Board has the authority to defer agenda items presented for consideration while the executive director maintains control of what appears on the agenda. I haven't found any guidance in RONR as to how the Board can submit agenda items for consideration.

If you have correctly paraphrased you bylaws, and they really do give the ExecDir  complete control over your meeting agenda, then you will have to amend the bylaws to remove that control.

But I'll bet, if you just make a (new) motion during new business, your association will be free to consider and vote on the matter, whatever it may be.  If your ExecDir doesn't like that, hire a new ExecDir.
