But if the meeting is of a public body (School Board, Town Council, &c.) then check your local laws - they may have something to say about the legality of an agenda-less meeting. Since this is a public body, the notice and posting requirements are almost certainly spelled out in state or local law. Those laws would trump any contrary provisions in RONR.
