Are the words "this meeting is called to order" necessary to begin a meeting?

No, but some sort of indication from the presiding officer that the meeting has (or is about to) officially begin is appropriate.  Those words are as good as any.

And don't forget to pound the gavel once, before saying "The meeting will now come to order."
