In a council that has 8 members and a mayor in a meeting where one member is not at a meeting and they hold a vote the mayor does not vote the vote comes in 4-3 that is a majority even though lone member is not at the meeting correct or not

As Mr. Huynh noted, 4-3 is a majority vote under the rules in RONR, but it's not sufficient for a vote of a majority of the entire council, which may be required. Check with  your council's attorney to find out the correct vote requirement.
