The presiding officer should refrain from making motions, debating, &c. in the interest of remaining, or appearing at least, impartial. It would really help if we knew what kind of group this was. Is it a committee? An executive board? Also, the President, Chair or Presiding officer (they're all the same thing, just different names for it), should not make, second or debate on motions. EVER. However, if it's a small group, like an executive board, the presiding officer may participate freely, as long as they uphold their duties.
