Electing new committees

In electing new committees, it has been that the new exec committee votes on this.  But this usually happens right after elections, when techically the new exec doesn't take office until 2 months later.  It has always been explained that the new members vote since they are the ones that have to "live" with that vote, but they technically don't have voting powers, no?

I think the explanation makes perfect sense, but if it is correct that the new members are not yet members of the Executive Committee, then they may not vote at meetings of the Executive Committee. I think the workaround is to consider these appointments "unofficial" at first, and for a formal vote to be taken when the new members of the Executive Committee take office. Alternately, the current members of the Executive Committee could agree to elect the candidates that the new Executive Committee members have chosen.

Or why not appoint Committee members at the first meeting of the Executive Committee following the installation of new members of the Executive Committee.  So, if new members of the Executive Committee take office until two months after the election is held, then why not appoint members of the other Committees at that meeting, two months after the election?

I expect there is concern with waiting two months to make the appointments.

Well then the Executive Committee members could always take office immediately upon election.  This will likely require a By-law amendment for the organization, or some other change in how the organization is operated, but that would also fix the solution.  Otherwise, the current members of the Executive Committee would make the appointments.
