monty Posted May 8, 2017 at 06:17 PM Report Share Posted May 8, 2017 at 06:17 PM The affiliates of an organization meet once/yr, during which they have bylaws authority to adopt policy resolutions submitted to them by a resolution committee appointed by the board's chair prior to the annual meeting. An affiliate member submits a proposed resolution to the organization's resolution committee. Prior to the committee considering the proposed resolution, the originating affiliate wishes to withdraw it. What is the proper procedure barring the presence of any bylaws provisions or other special rules? I doubt it matters, but in the immediate case, the resolutions committee members have been appointed by the board's chair, but have not yet convened. Bruce Lages Posted May 8, 2017 at 06:40 PM Report Share Posted May 8, 2017 at 06:40 PM To me, a resolution submitted to the committee but not yet under consideration is analogous to a motion stated by the maker but not yet stated by the chair. In this case, the maker of the motion is free to withdraw the motion (RONR, p. 40, ll.8-9), so the maker of the resolution should be free to withdraw it. That could be accomplished by being present at the committee meeting - if possible - and ask that the resolution be withdrawn, or by otherwise communicating with the committee the desire to withdraw the resolution. Even if the committee starts consideration of this resolution, the maker still has the right to request its withdrawal. It is then up to the committee to grant the request or not (p. 40, ll.10-13).
