Meeting Attendance

At my organization's meetings it has become commonplace for members of the group to arrive late and/or leave early.
Persons must attend a certain percentage of these meetings to qualify to go to the parent organization's annual convention.
Is there a rule within Robert's Rules that states what percentage of a meeting a person must attend to be counted present?

No.

No. There are no rules in RONR regarding attendance requirements. If your bylaws  contain such a rule, they would also need to specify what constitutes absent or present.
