Majority Vote When One Abstains

A board has five members.  One member does not attend a meeting, leaving four present.  One of the four cites a conflict of interest in the matter being discussed, recuses himself and abstains from voting.  A motion is made, the vote is 2-1.  Since only three members actually vote, is 2 a valid majority for the motion?  Or, since there are four members present, is it irrelevant that one abstains, and 3 votes is still required to carry the motion?
