President and Signing contracts without Board Approval

Our Non Profit member owned Association President told the Board that he has the right to sign a contract even when the Board has voted not to

Our Rules are:

Contracts require Board oversight by the designated attorney for risk and legality, review by the committee chair and when appropriate the executive committee and the B/F Committee.

Can the Organization be bound by his signing a nonapproved contract?

The question you are asking is one that you should address to a lawyer. It isn't a question of parliamentary law.
