Can a President be chair of a committee and ex-officio member at same time.

Our bylaws state the President appoints the chairperson and all members of the standing committees and be an ex-officio member of all committees.  Our current President was a committee chair when they were elected President.  At first, they agreed to step down from the committee and appoint a new chair.  Now the President has stated that they will continue as chair of the committee.  Is this proper?  Can the President be chair of a committee if bylaws state they are an ex-officio member of the committee?   Also, our officers and committee chairpersons receive compensation.  If the President can be committee chair, should she get paid as President and as committee chair?

Based on the information provided, yes.  If the President appoints the members and Chairmen of all Committees then the President can appoint himself/herself as a member, or as a Chairman, of any Committee.  Any exceptions would have to be found in the By-law or motion giving the President the power to appoint members and Chairmen to Committees.

New member Camp may not check back again, but if he/she does, I think it is up to the organization itself to interpret its own bylaws and rules to determine whether the president may get paid both as president and as a committee chair.  Based on what has been posted, it seems the president can appoint himself chairman of every committee, thereby increasing his compensation substantially.  The total cost to the society is the same, but i question whether the bylaws intend that the president be paid multiple salaries for serving in multiple capacities.  It may be that an amendment of the bylaws is in order if this is a problem.  Based on what has been posted, it seems to me that the president can indeed collect multiple salaries.

The fact that the president is a member of all committees ex officio is not relevant.  Someone who is a member ex offico is just as much a member as are the other members.
