In other words, when people are nominated is there anything that would provide for discussing the pros and cons of potential candidates? I assume that if there is a question as to qualification one could bring up a point of order? But is there any provision that calls or requires the ability to debate the candidates? The normal rules of decorum and debate apply. Just as with other motions a member need not offer any remarks when nominating someone.
