Alternate Committee Vote

In a committe of three voting members,. can an alternate member make a motion if one of the voting embers leaves the room for a short time period say for 5 minutes. Our policy says in the absence of a voting member the alternate member has voting rights.

If your policy actually says that "in the absence of a voting member the alternate member has voting rights", then I suppose he does, but I'm afraid it's up to your group to interpret the meaning of its own rules.
