Three questions:

1.  Does the secretary report need a motion for approval or can it be submitted for filing?

2.  Does the treasurer report need a motion for approval or can it be submitted for filing?

3.  Is a quorum needed to accept reports for filing?

No motions are needed to accept/approve/adopt reports.  The minutes should be adopted.  Any recommendations in reports should be moved and dealt with accordingly.

In order to make a report at a meeting, the dominant opinion here seems to be that a quorum must be present since receiving reports is not one of the 4 things that may be done in the absence of a quorum.

Right. Any reports given in the absence of a quorum will not be an official report of an officer/board/committee.

Actually, RONR says that the minutes should be "approved", not "adopted" or "accepted". I don't believe there is a single reference in RONR about "adopting" minutes.
