Can Prez appoint himself chairman of a standing committee?

The President of the Board [is] an ex-officio member of all committees.

Can the President appoint himself the chairman of a standing committee?

Whoever does the appointing of chairmen of committees is free to appoint anyone as chairman of the committee.

RONR contains no qualification for that position. Anyone!

So, therefore, if your president is empowered to appoint chairmen of committees (which is not a power granted by RONR), then the president has no rule in RONR to interfere with him appointing "the best man for the job" - namely, himself.
