ok, our union voted and approved a social event at our April meeting (event takes place in June). The President was not in attendance, and now the president canceled the event. My question is, Does this have to be brought up for another vote to cancel the event at our may meeting,or does she have the power to cancel the event herself?

Not unless your bylaws, or some other rule, gives her that power. Which seems unlikely. But you could always ask her to show you the rule.

I do not think so, I asked some people and they think it should be brought up for discussion and another vote since it was already approved and documents. does RR have any say on this type of thing?
