Can the Board President make motions?

Probably. Any member (even the president/chairman) can make motions, but the presiding officer has a duty to maintain the appearance of impartiality, by not exercising such rights. However, in small boards (not more than about a dozen members present), the chairman can usually make motions. See RONR (10th ed.), p. 470-471
