Or does addition to an agenda take a majority vote?It takes a majority vote to add an item to an agenda while it is pending (RONR, 10th ed., pg. 360, lines 18-20; FAQ #14) or a 2/3 vote or vote of a majority of the entire membership after the agenda is adopted (RONR, 10th ed., pg. 360, lines 24-27), but any board member may make a motion in New Business.
