The member is free to vote however he wishes, regardless of what he's told to do.And after a resolution is read and there is a motion and a second then discusion should the first member to speak up have the floor or can the chair call on whom ever he wishes?The maker of the motion generally speaks first in debate. However, nothing in RONR prohibits a member from telling another member how to vote. Of course the member is free to refuse such an order. The only possible exception I can think of is if the members are part of a delegation at a convention where their home organization has instructed them how to vote on a certain question (RONR p. 587).And after a resolution is read and there is a motion and a second then discusion should the first member to speak up have the floor or can the chair call on whom ever he wishes?The member who first made the motion should be given preference in recognition above all other members (except one giving previous notice of another motion).
