Makin Motions - can the Board do it?

Hi - We have a number of motions that have been sent to the membership in advance of the annual meeting. To expedite matters at the meeting, can a board member make the motion and another second it so that we can get to the discussion and vote seamlessly, OR should the chair ASSUME the motion? We typically conduct the meeting with a PowerPoint Presentation so that it moves along. We usually have around 70 people present. We intend to put each motion right up on the screen.

The board, as a board, won't be present at your annual meeting. The board can only function as a board at a board meeting. But any member of the board, if also a member of your organization, has the same right as any other member to make a motion.

So just remember that this is a meeting of the (general) membership. The board members should leave their board-member hats at home and sit with everyone else.

At the annual meeting there is no board, only members of the association. Motions should be made and seconded by members (who may also be on the board). If the board is acting as a committee, the committee report does not require a second.

"When the proper motion is a matter of clear-cut procedure...the chair may sometimes expedite matters by assuming the motion...provided that the assembly is accustomed to this method." (RONR, page 490)

Displaying motions using modern technology sounds like a helpful custom for your organization, but is not required by RONR.
