The one rule that could not be suspended, necessarily, by a 2/3 vote would a rule that required a majority of the entire membership (unless that 2/3 vote was also an MEM vote).

I only know of one form of a motion that specifically requires an MEM vote, Rescind and Expunge. Hypothetically, if another motion was given the sole MEM requirement to adopt, that could be a problem.

None of this idle speculation seems to me to be profitable.

We have been through quite a number of these so called "transistions" in the past, and have experienced very little difficulty in coping with them. The sky is not falling. Relax. :)

I'm just interested in if it could be done, not if it should be done. :) You obviously could not change it beyond the end of the session, or make the 11th edition kick in at a future point via this method.
