motion on approval of minutes

must the motion to accept and the second to accept minutes be made by a member present at the meeting from which said minutes develop? or, may any member move or second to accept minutes regardless of their attendance record? motion on approval of minutes

No vote should be taken on the approval (not acceptance) of the minutes, and therefore a motion to approve them is unnecessary. The secretary reads the minutes, the chair asks for any corrections (adopted by unanimous consent or majority vote), and then announces the minutes approved.

Participation in the approval of the minutes (corrections is what we're really talking about) is not restricted only to members who were present at the previous meeting.
