Some of the board of directors have expressed general support of the idea, but others will only support it once they have received additional information regarding how the financing of the increase is to occur (e.g. What will be cut from other areas to fund the 10%?). Is it possible to make a motion along the lines of, "I move that the board approve the 10% increase to the Operations Budget to be effective July 15, 2014, pending the board's subsequent approval of the funding process prior to July 14, 2014." Yes, it can be done. But if you want to postpone the decision, laying on the table is not the way to go. See FAQ #12. I think I'd vote to keep it simple (i.e. "No" to the conditional motion). It is a splendid summary of all the rules you will really need in all but the most exceptional situations. And only $7.50! You can read it in an evening. I'll order them, but getting them to read them will be more of a challenge! At least I'll be able to better educate myself to guide them along.
