Pastor Tim Posted June 8, 2016 at 11:51 AM Report Share Posted June 8, 2016 at 11:51 AM Our church conference allows non-delegates to speak on any item. Someone has asked if a non-delegate may make a motion. My assumption is that the only privileges non-delegates have are the ones expressly given to them. But it's always good to be sure. Thanks. jstackpo Posted June 8, 2016 at 12:32 PM Report Share Posted June 8, 2016 at 12:32 PM I'd say you are correct depending on how broadly you construe "same class" and "greater privilege". See p. 589-90, principles 4 & 5. But, ultimately, it will be up to your congregation to interpret the bylaws for itself. Best bet would be for your non-delegate to try to convince a delegate to make the motion in question.
